I know that many people have had problems with this
feature before, however I would like to know if I need to
*buy* Front Page extensions to make this work if it is
not working at the moment on the server (tiscali). My
reset button works, however the submit does not, I have
posted on their forum asking if FrontPage extenssions are
supported, however I would like to know under what
circumstances would I have to buy more products to make
this work?

If your host charges to install the extensions then you incur a cost. See
