    If you are using version 2002 it does not default to index. Versions 2002
    and 2003 name the home page according to what you enter for a file name when
    uploading. Version 2003 defaults to index.

    I have gone through the same problems. Took a long time to figure i
    out. When Publisher 2003 saves your publication, it does so through th
    "publish to web" button. You should save it to a folder calle
    "index_file". The result will show a folder called "index_file" as wel
    as a file called "index" with an IE icon attached. On uploading throug
    your ftp program, you must not just download the files in th
    Index_file folder - instead upload the entire "index_file" folder plu
    the file "index". If you upload just the files in the "index_file
    folder, it won't work. Even if you also upoad the "index" file. Yo
    must include the "index_file" folder. Don't ask me why. But it works

    You need to read

    I recommend using Pub for uploading, not a 3rd party ftp.

    If anyone can make things difficult, it's Microsoft. Especially whe
    they try to explain procedures. I use an outside ftp server - and it'
    free! Called "ftpCommander". Easy to understand and works like a charm
    I guess using Pub for uploading works well - once you understand how t
    use it properly. And that's the rub
