Create an app, give it a window, set its class to utility window.

Right, thanks meeroh... But by "global" I mean systemwide. Kind of
like DragThing, or if you remember that floating clock back in OS X
    10.0.

I understood the question the first time, and I gave you the answer.

The windows created as you describe are only floating within the app
itself. When the app is deactivated, these windows are automatically
    hidden.

Ah, never mind. Seems as though there is a diff setting it as a
utility class and checking the "utility" checkbox in IB. Who would
    have thought...

There isn't, at least on MacOS X. The only difference is that IB
automatically turns on "hide on deactivate" as well, while if you do it
    manually, it won't hide.
