The best value I have seen to date (not just for backgrounds but photos in general) is Photshop ([url]www.photospin.com[/url]) -- for the cost of what Getty charges for one hi-res image, you can have access to ALL of Photospin's images for a full year.
I've used it personally and recommend it.
