Graphic Design Software

Could someone please point me in the right direction for decent graphic design software.
I'd like to do more than Dreamweaver allows.
Example: If you look at [url]www.msn.com[/url] under their logo (Butterfly) you'll see a strip that goes up at an angle and then across the page.
Does anyone know any design software/tools I could purchase to create this type of graphic?
I can't seem to find any!
I don't fancy paying for a Graphic Designer!

In terms of image creation and image editing, there isn't much Photoshop
cannot do.
Photoshop is more than capable of editing and drawing (although Illustrator
is a better choice for full vector drawing).

In the case of this thread, I would heartily recommend Fireworks.

Clarification: Photoshop itself can't be used to create roll-overs,
html, etc. It's ImageReady, which ships with Photoshop, that does that.

Agreed, although I would not use IR's or Fireworks' in-built functions for
my HTML or rollovers.

I create my artwork in Fireworks and/or Photoshop, import it into
Dreamweaver then add the rollovers, HTML, interactivity etc in Dreamweaver

Probably, but I wouldn't use an image editor to create html anyways.
