Gray Scale Pictures To Color
Is there a Way I can make a color picture into only 1 Color.
Do I have to make it Gray Scale 1st? Anyway, I would appreciate any help there is for this.

A gray scale image is just what you say: a 1 color (black) image.
Substituting this (black) to anything else, you get what you want.
So you turn it into a gray scale first.

Then once it is in Gray Scale, how do I make it say Red? I'm using InDesign 3.0 for Windows.

If it's a grayscale or B/W TIFF or PSD (no transparency), you can select it with the Direct Selection tool (hollow arrow) and apply a swatch color to it.

As Steve says, but for more control, I would highly recommend doing this
in Photoshop.
