Do you mean that you want to create a tint of a solid Pantone colour?

If you don't already have the solid version in your Swatches Palette,
bring down the Options menu in the Swatches Palette and select it from
the appropriate library. Then double-click on the new swatch, bringing
up the Colour Well. Click on the Tints tab and drag the swatch of the
appropriate percentage back into your Swatches Palette. You can now use
that tint to fill or stroke objects.

As for printing separations, do you have a Postscript printer? You'll
need one to prints seps, unless you have a PS RIP for it or Distiller.
