I forgot to say that the system should be used with 2-3 users and with the
    following services...
    FTP, ssh, WWW, SMTP.

    Regards,

Partitioning has nothing to do with security.

    /dev/hda1 / 4.6GB
    /dev/hda2 swap 400MB

Well, it does. (a), he means "safety", not "security", and (b)
you try making / an encrypted file system.

    (b) is a good point, however the OP at this point is quite unlikely to
    consider using such a feature.

Since nobody can predict the storage requirements for some arbitrary
distribution of the OS installed with some arbitrary set of packages and
used for some arbitrary set of services it is quite impossible to answer
    the question any other way.

Since there is not much capacity or capacity planning that has occurred, I
    would do the following:

    /boot (250m)
    /home (2000m)
    / (remaining space)

Even though its only 2-3 users, you haven't defined how the www/ftp/etc.
services are to be used. Will users have their own space or not for these
services? Or is it a common development area?

If users will have their own "www" area in home, then increase the /home to
    4Gb.
