is it possible, that you have the Personal Edition of UnixWare 2,
which allows only two-user-access ? Use keyadm to get the info about
    the installed licence.

    Dear Andreas,

Firstly, thank you very much for your kindly advice !!
I've checked the license information. It shows that my license is 2 users and 2 cpu.
But I've another unixware machine, which can accept more than 2 telnet sessions, also using a
license key for 2 users and 2 cpu personal license !! Should there be any configuration problems
    ???

I have an old SCO 3.2v4.2 and I have this problem - I overcame by removing
/etc/utmp. This may not work on newer sys.

The only negative effect is that you cannot run "who".
