I have been working in layers on my websites and, inexplicably, the "draw
layer" button on the insert bar will only draw layers in the upper left corner
of the site (and they come in GRAY, in case that makes any difference).

What have I done to cause this? I want to be able to draw a layer ANYWHERE...
that's the point of working in "Layers" mode, right? I just can't figure this
out...
