I don't think you can do this in Contribute without the administrator having
made the title attribute for specific images on the page into an editable
    attribute.

What I meant was is it posible for me, as administrator, to give users the
ability to change the TITLE attribute in A tags?

so in effect the A link would look like this:

    <a href="" title=""></a>

With both HREF and TITLE (and ofcourse the link text itself) being editable by
    the user.

Yes, you can do that by making those attributes editable, but you can only
do this for specific anchor tags, not for all in general.

No, it's by using the editable attribute feature in Dreamweaver. Using that
feature allows you to make any attribute of any tag 'editable' in a child
page. I suggest that you use DW's F1 help to read about this feature, and
then post back with any specific questions you might have.

Sounds like the pages need to be created from a template instead of being individually created pages (like they are)

ok, thanks i'll do some searching around in the help topics

Yes - that's correct. Editable attributes is a template feature.
