I've got the exact same problem in Illustrator CS Kevin. Whether using the selection tool or the free transform tool to scale text with proportional constraint (using shift key), the scaling process locks up if you pause movement of the mouse. When you release the mouse button it forgets that you had the shift key down. The processor use goes off the scale too.
I've found it makes a difference whether you hold shift down before or after holding down the left mouse button. If you click first it's ok. If you hold down shift first and then click it has problems.

Hmmm... there have been some strange answers to this simple question, some of which were correct but seem to have been ignored!
For Type in an Area, as Kim is using, you need to use the Free Transform tool (e) to resize BOTH the Type AND the Type Area. (You cannot use the Direct Selection Tool to resize Area Type (regardless of Bounding Box option), only Point Type. It's not a bug, that's how it works).
If you just want to resize the Type and not the Type Area, obviously all you need to do is select the Type and change it's point size!
If you want to resize the Type Area and not the Type, use the Direct selection tool with the bounding box showing (View>Show>Bounding Box).
If the bounding box is hidden (View>Hide Bounding Box) the Direct Selection tool will only MOVE the Type Area (but the Free Transform tool will have the same affect on the Area Type regardless of Bounding Box option!)
