hidden layers - Macromedia Flash

So I was making a set of .swfs, and each has a different graphic. I put each of the different pictures on a separate layer, and then to make (let's call it) "movie 01", I turned off all the layers except Picture 1. Then for "Movie 02, I turned on Picture 2, and turned off all the others, and so on. But when I published my movie, ALL the layers showed up in the .swf, even thought they were turned off in Flash. What's up with that? Is there a workaround to this...? Seems to me if a layer is ...

    Default hidden layers

    it..:) ). This one actually works right as I made it separetely. The idea
    is that each .swf has a different animal in it.

    Hiding layers is so you can select and edit graphics in flash easier.
    Its not so you can hide layers in the .swf file.
    I would suggest that you save your project as version 2 and delete
    the unwanted layers rather than hide them

    Only if you set a layer to be a guide layer, will it not be exported. If
    you're talking about runtime showing/hiding items on stage the
    movieclip_visible property would be the way to go.
