The 1st whitepaper is a step by step process on using inexpensive
tools like flash to create dazzling HD content for playback from HD
Plasma screens in museums, or other kiosk applications. Its possible
that this methodology could be used even as a possible means of
creating content for the matter discussed in the 2nd whitepaper.

The 2nd is a whitepaper for broadcastors which are trying to resolve
the issue of encoding low bitrate content for informational channels
known as "barker" channels.
