Highlight tool not working

I use Acrobat 6 on OSX10.39. Its the first time I try to highlight text on an Acrobat file then I found that the highlight tool or the text tool don't work, no matter where I click, nothing happen. The file was created by Distiller from an Illustrator file.
I can crop, insert or delete page.
Help please

Is this an image file?
If so the tools you want to use do not work on image files.

Just out of curiousity, what happens if you save the Illy file as a PDF rather than distill it?

Doesn't mean it's a text PDF, if you distill. Can you select text?

I create test pdf at home using Acrobat 4, same in OS9 environment at OS10.39.
I save directly from Illustrator 8 and distiller. Both pdf cannot select by highlight tool or text correction tool.
I selected the highlight tool then click to select some text, when I click, the tool jump from highlight tool to hand tool.
Anyone know what's wrong?
