In a word: DHCP. It assigns an IP address, and the name follows

How do you know this?

Go to Network Preferences, select Configure IPv4: Manually under
TCP/IP and set the IP address yourself.
However, DON'T EVEN THINK OF DOING THIS without the approval of the
network manager at your work! If he's set up DHCP, as it seems, it is
because he wants it to be used. People grabbing their own IP address
manually with no coordination is a recipe for chaos and disaster.
