Hotkeys / Shorcut keys to do actions

Does anyone know how to enable hotkeys to kickoff events. I'd like to create a
webapp where the mouse is not needed.

For example, hitting the "s" key would submit a form. I checked the
documentation but could not find anything that enbales hotkeys.

So many of today's games built in Flash can do it.
