Filter -> Blur -> Gaussian blur.

To adjust the intensity change the radius (larger number of pixels
gives a greater blur). As with most other things making a selection
first just blurs the selected part of the image. Gaussian blurs are
quite slow on large images and larger radii but generally give the most
normal looking blur. I find it very good for blurring distracting
backgrounds which I don't want to take out altogether.

    Other blurs are available too.
