How create Fireworks behaviors

Is it possible to create a behaviour for Fireworks that shows up in the
behaviour panel or am I limited to the ones that come prebuilt in the
API? I am reading the Extending Fireworks pdf and I dont see any
indication of creating my own.

Fireworks allows you to manipulate the Behaviours with which you create
your button and slice effects. The current version allows for no
external Behaviours to be used.
