The tabbing order is set by your insertion of the form controls. Generally
the answer to your question would be to create a new form in the correct
    order.

However you might try this first. According to a post by JWPlatt, you can
change the tabbing order of forms by selecting each form control, one at a
time, in the order you want them to tab. Then one at a time > Arrange >
Bring to Front or use ALT-F6. The form controls will then tab in the order
you brought them to the front.

If you try the alternative proposed by JWPlatt, let us know how it works for
    you.
