How DO I Do This? Photo/Illustrator Image

I'm new to this so I'd like to know how to create something in Illustrator like the surfer in the pic and place it on top of a photo.
Do I draw the image on top of the photo or separately and then place it on top of the photo? Not sure?

You guessed just right. Place the picture on the bottom layer, create a new layer (not essential but surely making things more comfortable) and start drawing on the latter.
Remember however that you'll probably have to alter the dpi setting of the background photo. Most digital cameras shoot at 72 dpi which renders any picture larger than apprx. 800x600 pix way too wide for the Illustrator page frame.

Awesome! Thanks Malte!
Lots to learn.
I'm still working on getting all that pixel stuff wired so I don't end up with a really clear image on top of one that's pixelated and vice versa.
To be creative with a pen/pencil/brush is one thing but to get all these tools wired and use them to be creative is pretty challenging. The challenge is to overcome the limits of our abilities.
