Baseline is set to zero.
Funny. This morning, after closing the document last night, I reopened and was able to triple-click (select the line that I wanted to 'tighten up') and change the leading from 38pt to 19pt to achieve the effect I wanted. Last night, it was like the leading was 'frozen' and would not change.
There may well be a more 'professional typesetting' way of handling this issue, but right now the block looks the way I wanted it to look.

Not what I asked. Look in the paragraph palette. In the lower right
corner are two icons. If the right one is highlighted click the left one
to turn it off.

Left one was highlighted - do not align to baseline grid. Good place to look though, as it was behaving like it was locked.

Here's Bob's response for the benefit of all:
The leading should be set to 19 throughout the document with paragpraph
spacing set appropriately. That way when the text wraps it sticks closer
to the line above it and when you hit the enter key you get the paragraph
rule and the proper spacing.
I hope that's clear...but I can't emphasize enough the need to use paragraph
styles for all but the most simple documents. They're just too powerful
a tool to waste.
