How does Acrobat 5.0.5 do this?
Saving to pdf from FrameMaker 7, fully patched, to the above Acrobat, I managed to create an eighty-page PDF, numbered 1 – 79. As a mere holder of a B.S in math, I haven't learned how to do that, yet. I've compared the FM and the Acrobat and can't find discrepancies.
How does Acrobat do it?

Re: How does Acrobat 5.0.5 do this?
Either a page is skipped, a number repeats, the file repaginates, or the original isn't really 80 pages.
How do you "save to Acrobat?" You can either "save to PDF" or "print to Acrobat," which are VERY different.

Re: How does Acrobat 5.0.5 do this?
Save as pdf from FrameMaker file menu. I compared the two documents as I said, and they seemed to match. Both FM and PDF say they are 80 pages.

Re: How does Acrobat 5.0.5 do this?
Flip through the file one page at a time to see where it goes astray.
I dont use FrameMaker, but as I understand it "Save As PDF" doesn't use Acrobat.

Re: How does Acrobat 5.0.5 do this?
Save as PDF adds pdfmarks, then prints to a PostScript file (not
necessarily using the Distiller printer) and distills the result.
