In the Stroke palette (F10 or /Windows/Stroke) you'll find entries for Start of the line or for End of the line. Expand the list and choose.

Are you saying that you want the arrow or circle to become part of the photo?
Your question seems so basic that I'm searchiing for a deeper meaning. Do you know how to draw a line with an arrow? The message before yours answered that. Do you know to hold down the mouse on the rectangle tool to get at the circle tool?
