How to build a VOD site using Flash media server

The requirement is as following:
1, A vedio on demond website?mobile user should be considered as well.
There is a vedio source database of MySQL. Technicians suggest
Struts+JSP+Hibernate structure, which they are fomiliar with.
2,Client side player is flash movie and audio player embeded in web page.
3,Vedio source is supplied by other companies. An outside crypto server
protect the vedio containt. So the flash player needs to impose de-crypto
code segment.
