How to Check In w/out uploading

Isnt there a way to check out a file, do some work on it, check it back in
WITHOUT uploading the file to the webserver? What if I wanted to do some work
on a file, then allow someone else to do some work on it before it gets
uploaded?

This can be done by using 'Send for review' feature.
Checkout the file make some changes then 'send it for review' to the person
who makes additional changes ( Make sure he doesn't delete this draft if he
deletes the changes made by you also is lost) then he can publish or 'send for
review' back to you,
you can verify whether the changes made are ok and publish (check out)
