Default How to duplicate the contents of a layer

I am working with items on a layer and would like to know how to duplicate them onto another layer. Then I want to "merge down" one layer but still have access to the items on another layer. Is this possible?

    Thanks!

Create a new layer. Click on the original layer with the objects and select
Edit > Duplicate. Makes sure all the duplicated objects are selected and
drag them into the new layer.

Not sure what you mean exactly. You mean flatten all of the items on the
    one layer?

In the Layers panel, drag the layer to the New Layer icon at the bottom.
