    Default How to highlight text

I have a map I scanned. I would like to highlight different areas in
different colors, like I went over it with a highlighting pen. How do I
do that in PS7? Using the brush tool just paints over the boundaries
    and text.

    Thanks

Create a new layer above all the others. Choose the paint brush. Look
above the screen for the controls. Set the opacity of the color to, say,
80% or less and paint away on that new layer.

Set the brush to darken mode, or better yet, paint onto a layer set to
    darken mode.
