VPC 6 running Wind 98. The CD will load, but it says it can only be used

Is there any way I can trick it?

No.
The restore CDs are designed precisely to prevent what ytou are attempting to
do. The installer is custom to each computer model; it will not load on any
other computer model. In fact, that Restore CD contains a Windows build with
bundled software intended to be installed only on that exact computer, and does
not even contain a full suite of device drivers to enable it to load on any
other.
Sorry...
