    How can I make the flex website always located at the center of the
    monitor/browser screen?

    For example, if the user maximize the browser, then the flex website is
    located at the center of the screen. If the user decrease the width or/and

    It's simple:

    Define your application with width="100%" height="100%".
    Then even resizing you'll have your Flex app resized too.

    Now create an HBox like this one:

    <mx:HBox x="0" y="0" width="100%" height="100%" verticalAlign="middle"
    horizontalAlign="center">
    <!-- Your content here -->
    </mx:HBox>

    Now everything that you define inside this HBox will be in the middle of the
    screen, no matter the resolution you are in.
