how to re-create this line work washed out kind of effect?

have tried and failed thus far. To recreate or attain a similar effect to the picture in the link above, on a regular photo...is it possible? and how?
any help would be greatly appreciated.

There are a couple of ways you could go about this.

It looks to me like they scanned an actual torn b&w halftone screened image that they had written upon, and that's probably the easiest way of replicating it.

Just print your image to an old b&w laserjet on card stock, write and rip to your heart's content, then scan the result.

Or to emulate the look in PS, use Filter > Pixelate > Color Halftone to recreate the screen, then desaturate the image using the method of your choice -- I usually use a Channel Mixer adjustment layer.

Google will turn up many tutorials on creating a torn paper effect.

thanks for the reply Gene,
dont think i was specific enough.. just want to recreate the actual picture effect/style thats on the jumper that the girl is wearing..not too fussed about the writing, just the way the 'angel'has an outline effect. (The rough look is just the paper the picture is on too btw, not something i want to copy) cheers

Oh, now I get it!

To create line art from a photograph, I desaturate it, then use a combination of a Threshold adjustment layer, the High Pass filter, and some judicious painting/erasing.
