How to Restart Cold Fusion Remotely
Let says I have a server running a system probe on another server. If the web
page is found not to be responding, then I would like to have one server
remotely restart the Cold Fusion Service on another server. How can I do this?

You can use a tool such as PSEXEC:

to remotely restart CFMX:
Net stop/ start Jrun

The question is why the web page is not responding? check the logfile. If your running windows server you can use the remote desktop connection on Linux or Unix you can use the Telnet.
