How to view files online with a .txt file extension.

While browsing the internet I came across this website : AREA17.com - which is
able to display .txt extension files like HTML pages within the browser window.
Now they've developed thier own solution to achieve this, but I was wondering
if anyone else had any knowledge on how to do this?

curious, why not just use html pages? why use txt?
