    Yes. You link to a page that is actually a redirect page. The page would
    display that warning for the time delay in the redirect code which would
    then go to the destination page. See my article "redirect url".

    Yes. IF you want to use the same browser window on the client. A link can be
    linked to any page or file, or url. If you must have a new window open on
    the client, than you have to code that in a fragment.

    I'd recommend this be a manually made htm file done in Notepad and not a
    page made in Publisher.
