The transform tool you activate by double-clicking on an object (unless
you have transform handles turned off in preferences.) I modified my
tool set so the scale tool is always visible but the default setting is
to have it share space with the rotate tool (and skew tool?) If you see
the rotate too in your toolbox, click and hold on that icon to get the
tool submenu (usually takes me three or four clicks to get it) and you
can then select the scale tool.

Hmmmm. You can put the scale tool back in the toolbar by using the
customize window. In Freehand MXa/Mac OS X it is under
    windows/toobars/customize...

Click on the tools/commands entry and then drag the scale tool icon back
    into the toolbar.

Did you check your preferences/general to see if "Double-click enables
    transform handles" was checked?

I usually keep the transform panel open all the time. Try going to the
    Window menu and select "transform"
