I need help!!
Ok this is what happens:
When I use the elliptical tool the circle gets filled, what do I do so you can just see the line and not the filling?

Use the Elliptical Marquee Tool (creates dashed marching lines) and go to Edit > Stroke. In Edit > Stroke choose the Pixel Width, Color (click on the color box to open the color picker) and Location. Hit OK and you should have just an outline, not a filled circle. Then go to Select > Deselect and that should do it.
EDIT: The Elliptical Marquee Tool is located at the very top left in the tool box. If you only see the Rectangular Marquee, there is a tiny triangle just to the right bottom of it. Hold your mouse down on it and then you'll see the Elliptical Marquee Tool.
Don't use the Ellipse Tool, this tool will create a filled circle.
