Here's what's been working for me (today, anyway): When scrolling stops, for whatever reason, a click on the hand tool gets it started again. I don't have to use the hand--I can go back to the text tool or arrow and the scrolling functions again. I tried the zoom in/out technique, but it did't work for me.

I like the click-the-hand-tool technique. Maybe it fools CS into thinking we've given up and we're going to start dragging the page. :?)

Neither InDesignCS or Illustrator will scroll with my Ligitech MX900 mouse. Occasionally they do scroll, sometimes they just beep but most of the time they totally ignor it. Systme is XP pro.

I wonder if it's Adobe failing to conform with Windows standards, or Microsoft failing to write dependable mouse drivers? Or both?
The same kind of thing happens with Adobe FrameMaker---so I'll choose Possibility #1 for $500, Alex.

Don't quite see what the big problem is:
If any of the three scroll functions (normal- up&down / cntrl-zoom / alt-L&R) quits, I just single-click anywhere on the canvas and the offending scroll-function returns immediately. Hence no work-flow interruption.
Of course I'm running a kind of weird set-up with two mice, one of which just camps next to the mousepad in one place for its scroll functions. My main mouse is a USB 3m Renaissance joystick-style mouse for carpal tunnel (fantastic cure by the way with this innovative mouse). Since the 3M has no scroll-wheel, I get that from a plain old microsoft wheel mouse which sits there only to do the three scroll functions.
So try the "single-click" fix. It works for me. No need to choose the hand tool or whatever to clear the problem.

on inDesign i used pressing "alt" toggles the mouse wheel on and off!
