If ad made in photoshop CS then opened in illustrator cs will the text
be vector? or because it was created in PS CS will it be bitmap?

If you save as an unflattened PSD and open in Illustrator selecting "Convert
Photoshop Layers to objects and make text editable where possible"
'straight' text will remain editable. Text with effects applied may not.
