Illustrator Flash HTML question

Is there a way to use an SWF as a background image for a web page. I have tried the swf in the background tag but it doesn't show up. I tried EMBED with the same results. I wish there was a way... any ideas?

What are you trying to preview it with? Try previewing with your Web browser.

Why not use a tiny gif for something like this Susan? I don't see any benefit in using Flash for this.

However, if you must use Flash you might want to post in the GoLive or Macromedia Forums.
