I'm only getting a crosshairs instead of mini tool pix or circle for brush etc.
I went to preferences and checked the settings which appeared to be the usual ones I use. I can't find a way to get rid of the crosshairs. It's a real drag when using the smudge tool for example. It's hard to see the parameters. I'd appreciate a tip on this.

Make sure your Caps Lock is off.

The crosshair will also appear if the brush is too big to fit on screen...or... I don't understand that no one told you to remove caps lock?

Also, to cover all bases, in Preferences you want Brush Size for the Painting cursors, not Precise. But you may prefer Precise for the Other cursors.
I'm wondering if it is Caps Lock since apparantly it's not in when he types his post.

In Photoshop/ Preferences/Display & Cursors/ You might try and set Other Cursors to Standard, and Painting Cursors to Brush Size.
That may help,
