image is set back when another image is pasted in file
I have a file that when I paste an image on a layer above it, it gets pushed back and winds up behind the next layer. What can cause this to occur and how can it be correctd?

What is the antecedent to "It"? Is the "It" that gets "pushed back" the file (I assume the artwork in the file, not the file, which stays put)? If so, then isn't that what you are doing?

I will restate the problem. I have created a file with several layers. I have a bottom layer that contains the shadow of a product image. Above that layer is one that contains a shape with a gradient of color. Above that one is a layer containing the product related to the lowest layer which as stated earlier, contains the shadow image. When I paste on the top most layer, a file copied from another illustrator file, it pushes the product image on the layer below it behind the layer containing the shape with a colored gradient. However, you do not see this occur until you print the image.

Sounds like something isn't working right. Try turning off (or on) "Paste Remembers Layers". That's in the Layers palette in AI10, but might be a preference in AI9.
Also try locking and hiding the layers you don't want to use.
