1) Create an extra Layer in the Layers panel and drop your background
gif into it, then move that Layer downwards on the stack and lock it.
You can now also draw safely over your Objects above the background
without *moving* the background.
I would instead go with the second approach though:
2) Create a Texture out of your background gif image. Then draw out a
Rectangle the size of your doent (most of the time the size of the
canvas). Now follow the same procedure as in the first approach.
