image stick to to the sides of the page HELP

[WW2 airborne]

is there a way that if i had a banner on my page and my viewers moved the with of the screan it will streach (or shrink ) the banner

No. That's not how images behave. But the image can be centered in a
container with a background color that is complementary to the image, and
the container can expand. Or even have the container use a tiling
background image that fills the extra space - see for example this page -
