    PSH,

I believe that the locale that your login operates under will control how it
    interprets 12,00.

You can control this in SQL by the SET LANGUAGE command or by using
sp_defaultlanguage to set the language (which includes locale) for the login
    the DTS package is using.

The language us_english uses a '.' as the decimal divider. It wants to see
'12.00' not '12,00'. Use sp_helplanguage to see if another language (and
thus locale) such as British English is what you want.
