Open Publisher > File > New,this displys a new page .
In Elements with a photo displayed > Move tool > Drag & droop onto Publisher

In WinXP:
Have Publisher and Elements open at the same time.
Flatten the image. Drag your image to the Publisher taskbar item. Publisher will appear. Drag to place it in your publication. Don't forget to undo the flattening in Elements in case you decide you need more editing later.
