    There is no way to do this to the best of my knowledge.

    True. And it is becuase you are starting with the currently open document. If that file is an EPS named "Logo.eps" then that is what you will be starting with when you Save As. If it's an AI file instead, then that's what you'll start with. Save As can be made more verbose by thinking of it as "Save a copy of this exact file, as...". So you see, the only default for Save As is your file's own format, whatever it is.
