Default Indesign and Embeded Fonts in Placed PDFs

I am trying to output a print quality PDF from indesign that has embeded fonts. Part of the file has a placed PDF file that has embeded fonts in it. Everytime I output the Indesign Document it makes the fonts in the PDF into Embeded Subset but my printers want it as simply Embeded. Once it is set to Embeded Subset it gives me an error when I try to change the options for the font. In the original PDF itself they are Embeded its only after I output the Indesign document that I have issues. I am using the same output options for both the original PDF and the Indesign PDF.

Where did the first PDF come from? How was it created? What version of
ID are you using? How are you creating the PDF? What problem is the
    printer having?

I am using Indesign CS. The original PDF is mostly tables made in Indesign and out put as PDF using export to PDF and the Press settings with things set to always embed fonts. I am attempting to use the same method with the same settings on the same comp to produce the new PDF. I have also tried out putting it as a Postscript file but it has the same problem when I compile it as a PDF in distiller. The people at the Print shop say that they need the entire font not just part of it, I know not why they just say it has to be embeded not embeded subset.

Embed Subset is set to 0%, whats more is that the Embed Subset option is unchecked.

I just performed the following tests.

    (1) Create a new InDesign document. Make a text frame. Type in some
text in Arial. Export as PDF with subsetting only below 0%. Open PDF
in Acrobat, which reports that the entire font is embedded.

    (2) Place this PDF in a new InDesign document and export as PDF with
subsetting only below 0%. Open PDF in Acrobat, which reports that--as
you have observed--the font is embedded as a subset.

    (3) Add a text frame to this document and type in some text in Arial.
Export as PDF with subsetting only below 0%. Open PDF in Acrobat,
which reports that the font is still embedded as a subset.

    (4) Create a new InDesign document. Make a text frame on the page.
Type in some text in Arial. *Then* place the PDF exported in (1) into
this document. Export as PDF with subsetting only below 0%. Open PDF
in Acrobat, which reports that now the entire font is embedded.

    (5) Create a new InDesign document. Make a text frame that is
completely off the page. Type in some text in Arial. *Then* place the
PDF exported in (1) into this document. Export as PDF with subsetting
only below 0%. Open PDF in Acrobat, which reports that the font is
    still embedded as a subset.

    (6) Create a new InDesign document. Make a text frame that is mostly
off the page. Type in some text in Arial, with the text only in the
part of the frame that is off the page. *Then* place the PDF exported
in (1) into this document. Export as PDF with subsetting only below
0%. Open PDF in Acrobat, which reports that now the entire font is
    embedded.

What I did in (6) provides a viable workaround, at least for a one
page document. You can fiddle around yourself to see if you need to
put one of these "dummy" text frames on every page, or only on a
    single page of the document.

Sounds like the printer is just being a jerk. Unless there are problems
with the subsetted font he's got no reason to make you jump through hoops.

Find someone else if you can.

Ok so I need a text frame which presumably has a bit of text from each font I am trying to embed in the indesign document that I place the PDF file in. Thanks that sounds like a lot more reasonable solution than making the document over again, I thank you for your help and patience.

As for the printer yes they are being jerks but my company requires me to use them so I will. If it was up to me I would do otherwise but its not.

After a quick test placing the text box on the master pages with the placed PDFs this worked out fine, and the printers took it without question.

    Thanks
