Installer 9.2.1 error: File "Drive Setup"? - Mac Applications & Software

I've got 9.1 on my PB's internal HD. I ran the 9.2.1 updater, and during the update process, the installer reported this error: "Problems were encountered accessing file "Drive Setup" on volume [my PB's internal HD]. Move the file to another folder and try again." or something similar. I've tried booting the 9.2.1 updater CD, and I've tried booting 9.1 from the internal HD and running the 9.2.1 installer. Default Installer 9.2.1 error: File "Drive Setup"?

I've got 9.1 on my PB's internal HD. I ran the 9.2.1 updater, and during the
update process, the installer reported this error:

"Problems were encountered accessing file "Drive Setup" on volume [my PB's
internal HD]. Move the file to another folder and try again." or something
    similar.

I've tried booting the 9.2.1 updater CD, and I've tried booting 9.1 from the
internal HD and running the 9.2.1 installer. I've tried moving Drive Setup in
different folders (Utilities, directory root level, and of course it is in
the Utilities folder on the CD). The error keeps occurring.

I tried to reinstall 9.1 using the 9.1 installer CD (just in case there was
some kind of corruption with the 9.1 on the HD, and the error is happening
with the 9.1 installer, too. I've booted the 9.1 CD and tried to install a
clean installation, but the error halts the installation process.

I've tried un-checking the Install Disk Drivers option before starting the
install, in case the installer is using Drive Setup to install the drivers...
but this didn't change the result.

Anyone know what's happening? Why is the installer complaining about Drive
    Setup?

    PowerBook G3/400; OS 9.1

    Thanks,

This means Downloading Update again, but before you do so, open Stuffit
Expander>File>Preferences then Uncheck Mount Images. Should then work for
    you after next Start Up.
