You can set your image map from within Dreamweaver aswell, if thats what you are using.

I have many such maps on one of my websites ([url]http://www.galapagos.to[/url]). For 2 quickie examples, click either small map at the top of the page. Then hover the mouse pointer over any island to see a one-line readout. This could be easily expanded to provide detailed info about the location. But it goes a bit beyond Adobe, so get in touch via e-mail (john@woram.com) if you need more info.

First, do you realize that you will have to get a license to use someone else's map? There are copyright considerations, and map companies have been known to retain lawyers. Of course you could do as I have, and gotten a map from the city engineer, and recreated it by tracing in Adobe Illustrator.
Once you have a map (mine was initiated in AI so I could scale it) you can make a small map and use ImageReady to make it link to enlarged areas.
