Does anyone know where i can find some information on how to develope an
interactive tv enviroment (preferably a tutorial). the specific type of
interactive tv i need to know about is that of a multiscreen news broadcast as
displayed in the below examples.

Hi,
I would definitely use Flash for this task, both because of the Sky News
Active user interface that lends itself to vector graphics but also because of
the use of video embedded in the interface. You could composite Flash vector
graphics with Flash video.
There is a tutorial on how to create a Flash video gallery in the Macromedia
Developer Center:
